Question: I am looking at the possibility of changing our style of linen hampers to help avoid over-filling the bags. I am wondering if the full bags can be pulled out the bottom or if they must be lifted out. I appreciate the help. Thank you!
Answer:

The 18 inch Round Linen Hamper With Tilt Lid is designed for lifting the hamper bags from the top.  The lid itself will act as a deterrent for overfilling.  But an overzealous doctor or nurse will still be able to stuff the bag.
